Spencer earned his undergraduate degree from the University of Illinois at Urbana-Champaign before receiving his Juris Doctor from Northern Illinois University College of Law. After graduating from law school, he returned to his hometown to begin his legal career as an Assistant State’s Attorney with the McLean County State’s Attorney’s Office.

During his time as a prosecutor, Spencer focused on the prosecution of felony drug offenses and violent felony crimes. He also represented the State in civil asset forfeiture proceedings, gaining extensive courtroom experience handling complex criminal matters from investigation through trial.

In addition to his legal practice, Spencer serves as an Instructional Assistant Professor at Illinois State University, where he teaches Trial Advocacy and coaches the university’s undergraduate mock trial team. He also serves as an instructor at the Macon County Law Enforcement Training Center, teaching legal coursework to police recruits and helping prepare the next generation of law enforcement officers.
